Sigh, not this again, please. This is not what happened. I don't know where this piece of trash "news" came out of but it's far from the truth. What really happened is parliament (congress) gave the boot to the government, so now there is no government. No restrictions were lifted, there's just noone with the authority to enforce them at the present time.
