Follow in Puerto Rico’s lead. Must have election/voter ID with photo to vote. ID is free to all. Must vote in person (very few exceptions) at your assigned precinct. Must put finger in ultraviolet ink when you vote. They also hole punch your card. This is so you can’t go to another precinct and try to vote. There must also be observers from all parties at all times. Finally, the PR example is hard to argue against when liberals cry “minority” voter suppression. In PR, voter turnout is over 95% (this is not due to fraud :) so a free voter ID does not discourage people to vote. Also, PR is part of the US, so you can argue that a voter ID is already implemented successfully in the US.
