It's a bunch incoherent rambling if you ask me, but I tried my best to transcribe it:

27th of January, 18:30 by now. Homemade sirens, criminal police (German FBI) on the move. Hundreds of men, motor vehicles, motorcycles, they're not getting through. They're not getting through. All normal people, you see, freedom, peace, Söder (Bavarian PM) must go!

"Take my vaccine dose!", you see all kinds of slogans, but no hate. Here and there a German flag on a vehicle – oh, go look over there! (turns to other side of bridge) Look over there, what's going on? Come on, don't you realize you're getting pranked? (he seems to be talking at the police here)

Peace, freedom, democracy, no more Coronavirus lockdowns – now the police are slowing down the other cars. (turns back to other side of bridge) "Stop the Corona dictatorship!", the guy shouts through his megaphone from the car.

Ok, we gotta do a video now, otherwise no one's going to believe this. January 27th, 18:something, Stuttgart rebels... against the Corona lockdowns. The traffic jam you're seeing here goes from the Cannstatter Wasen via downtown. Even the undercover police are involved, helping the criminal police with their vehicles... because they don't have enough. They don't have enough! (turns around again)

Other side, going downtown, flags, banners! I'm gonna give them a sign to show them that I'm with them. Otherwise they might think I'm with the evil ones or something. Insane! A honking concert, it's unbelievable! From the Daimler factory in Untertürkheim via Cannstatter Wasen, through the... what's it called again? Leuze Tunnel, which is... closed, and people are still stuck in it. They can't go any further.

This right here is towards Leuze, and this (turns around again) is going downtown. All of these people, with their hazard lights flashing, are going downtown to protest against their government, for their freedom, and then they turn around and come back the other way and then circle right back to do it again. The busses have stopped running by now and have been used to block off some streets. Everyone is going walking speed and this is... no one is gonna believe this unless you document it! All the side streets are blocked off, insane!

After that comes another cut and then the video appears to repeat from the beginning.
