In 1950, New York City had 8 million people. Elections had paper ballots. They got counted on Election Night. There is no excuse for machines or long counts.

Of course, they weren't deliberately trying to use a bad election system, so that helped.

Yes and currently Canada has 38 million people and national elections are done all on paper ballots with vote counting done by hand. No problems.

The individual parties' leadership races use voting machines and there have been questionable results from them.

General elections use paper ballots as per federal law.
