There are certain black communities that are doing relatively well. Nigerian or Jamaican immigrant communities in the US for example have relatively high income and relatively low levels of crime, rape, illiteracy, unemployment, welfare, etc. Nigerian-Americans are actually arrested at lower rates than white Americans.
