Yes. A setup, and and those are "scenario" posters of their own undercover operatives!!!

Edit: numbers don't lie! Out of 20 men pictured, 18 have beards/ moustaches. Bet they don't have them now and have ditched the hats and glasses. Men in those pictures no longer exist.
