Read/ write access to what, though?

It sounds scary but trust me as someone who knows a bit about software security, this is incredibly vague to the point of meaninglessness.

It's like saying a terrorist cell "has acquired something bad".

It's an FTP server, so presumably, the directory inside of the FTP server.

You understand this, but for others, here is an example:

Let's say this FTP server is used for the machines to connect to and pull updates. If an attacker had read/write access to this FTP server, they could put their own update files in place of the ones Dominion put there.
There is a lot more involved in this, but that is a basic example. Now if the attacker is US Government sponsored IT teams that work for the governments of Italy or Australia, you can see how this is a problem.
