Let's say this FTP server is used for the machines to connect to and pull updates. If an attacker had read/write access to this FTP server, they could put their own update files in place of the ones Dominion put there.
There is a lot more involved in this, but that is a basic example. Now if the attacker is US Government sponsored IT teams that work for the governments of Italy or Australia, you can see how this is a problem.
