Plot wise, they absolutely would have. It was only the twist at the end that revealed why the military did not get involved.
When V got the second in command to actually kidnap the Chancellor in an attempt to save his own skin in the world that was about to come. Basically a power vacuum saw the government collapse coming and a bunch of people stepped aside and did nothing so that they could keep their positions in the new government that would arise after the credits.
But really, it was just to make the peons think that protesting works. Protesting is illegal here in Ontario right now.
One big difference...the military didn’t stop the civilians from their protest at the end.
Im not convinced our military/police will do the same.
