I think he misunderstands the meaning of the adage "It takes a thief to catch a thief." If Robin Hood kept more of the money than he handed back to the people they would have ratted him out or killed him and taken their stolen goods back.
Now this principle applies to other occupations. It takes a crooked politician to catch a crooked politician. If you're making shady deals to enrich yourself with no regard for others then those people will rat you out or off you.
The thief catcher is different than the thief. They both break the law but one is generous and the other is selfish. Mr. Kerry is selfish and pretending to be a thief catcher.

Well you could use the same logic for raping and murdering also. As long as you do it for the correct reasons and catch a murderer or rapist it's ok?
