It's like in the early days of the air war in Iraq (first time, I believe). Any time some muppet loosed an RPG or any sort of firework in an upward direction, everyone in the stack would call SAFIRE (Surface to Air Missile Fire), so they could get a pretty little medal for having been shot at. Of course, each report counted as a separate incident...

Eventually, the brass got sick of handing out too many of them, so changed the rules for defining "being shot at" for aircrew, and the number of SAFIRE reports almost disappeared overnight.
