A society that does not adequately punish the guilty leave it to it's citizens to do so themselves, which is often far more immediate, and brutal, than it would be if the courts were to. Portland has created a situation where the victim may see little point to calling the police, and that is to the detriment of the guilty, less than to the detriment of the victims.
As a very young man in the 70s, I had a similar outburst of anti-social behavior and the sap-gloved leather jacketed Pgh. Police gave me an attitude adjustment much worse than this felon wannabe received. My future attitude and behavior changed accordingly.
