They believe themselves benevolent Gods reigning over the mortals from their Temple. They want to replace religion with Government. They want people to worship the state. It can be done, but there is very, VERY little room for error and if an error happens, that error can be CATOSTROPHIC not only to the localized area, but to continents. It's an amazing resource, absolutely. But I can understand the concerns.
