I'm pretty sure that was a card from the old Steve Jackson collectible card game game Illuminati: New World Order. Good game, never really got the recognition it deserved IMHO, because M:tG just steamrolled over everything. To be fair, there were a lot of shit CCGs that came out in that time period, so...
