Well if they even admit this they will just say if not for the riot/insurrection/worst incident since the Holocaust, well no need for chemicals & according to the law in many places if you're committing a felony and some does because of it (even totally indirectly) the criminal is culpable. We had a driver on the wrong side of a freeway and one officer giving chase lost control and went off the road to his death. The driver got charged with that death.
