Daughter is actually in a Classical Conversations group that meets once a week.
Other than that, we have:
Activities at a local gymnastics studio/ninja gym for both kids.
Theater classes at a local outfit.
Music lessons.
Frequent play dates/sleepovers.
Church groups.
These sleepovers involve kids they meet at gymnastics/theater?
For me, meeting same kids at school everyday seemed to be the catalyst for how I was able to make friends. I am not familiar with less frequent encounters that result in great friendships...

For the most part, yes.
My daughter is making friends in her Classical Conversations workgroup and theater.
Most of my son's friends come from ninja gym.
