Our foreign policy in Latin America has always been messed up, hasn't it?
Robber barons in the guise of fruit companies, oil companies, banks and mines.
Created havoc, toppled governments and the cartels and gangs swooped in to fill the power voids.

Sometimes I think the best solution would be to use the military to wipe out the cartels and gangs but then I remember how little the US trusts other countries to determine their own fates.
