I feel that this is actually partially inline with Trump’s policy of assisting Central American countries to fight cartels and government corruption. In addition, Trump’s administration fought hard to negotiate the movement of jobs from Southeast Asia over to Central and South America, efficient reducing their unemployment numbers and improving their living conditions.
