Well.... the only way to do that is going to be from the bottom up... and that takes A LONG time, so we need to start getting good at playing the long game and getting our local areas back under control.
That's harder to do in a metro area than out in the stick, but that's the main battlefield right now as attempting to do a top down thing again is going to fail.
This madness only stops once we suck it up and put an end to it.
