This is what happened to Trump's last Corona-relief bill. All the government agencies asked for billions they don't need so that these money eventually land in the politicians' and their donors' pockets.
All those money "for Pakistani Gender Study" will not actually be spent in Pakistan. 90% of them will be split between politicians who asked for it and people donating to them.
No nation can survive the level of corruption we are seeing in America today.
And, oh BTW: they are also taking away our freedoms as fast as they are enriching their donors, their friends, and themselves.
