Historically, these dictatorships would bring in soldiers to do the dirty work, they would bring in young men from far away, hill folk, uneducated thugs from rough parts of the country, goons from tribal areas. Basically anyone who would have no qualms attacking people they were told were "bad people".
In the USA, where are they going to get people like this? San Fransisco? Portland? Sure they have the correct marxist mindset, but lets just say the soy runs deep there.
It is preparation for being able to send the military in after citizens of the wrong narrative.
