They usually put a hold of at least 50$ when you get a room, in case you do any damage. It gets returned after you check out, some times it takes a few days.
Didn't use to about 5-6 years ago in places I've gone but I haven't since then, maybe things have changed. Idk anymore, traveling became an exceptional PIA unless you do "private", etc.

I've traveled since the 1980s. Now that I think of it, the first time I've ever encountered an "incidentals" deposit was about 5 years ago or so. Not a common practice either as I've stayed in hotels after that and they didn't bother us with that shit.
The whole thing sounds like a shady practice by big chains to keep a few bucks to make a profit via collecting interest, etc. Basically, it's good to know who does and who doesn't and not patronize those who want a deposit.
