They "investigated" and did an impossible "deduping" of emails they previously claimed they couldn't and cleared her in three days iirc. The officers related to the laptop started dropping like flies and the whole thing was memory holed. I don't think the FBI made that play willingly. They wanted Clinton in.
The degeneracy is just to make people moraless. You're less prone to giving af about theft and government oppression when you're a degenerate. That and destroying the nuclear family. Making sure people aren't capable of taking care of themselves so they want more government.
