That’s because those states have the most populations and get the most weight in presidential elections . The only place that the constitution gives equal weight between all of the states is in the Senate… Each state gets an equal 2 person representation. We can only blame the framers of our country for this.
There’s no real way to change that because it’s hardcoded into our constitution… And amending that document is a pain in the ass.
Either way, printing fake ballots and harvesting them is something that should be considered illegal and low hanging fruit. The whole system is broken and corrupt.
