I don't (personally) see anything conclusive in that Error Level Analysis. I'll offer this Level Sweep to suggest it might be genuine. The green level coming out of the windows is consistent across both windows, including the arch tops. If fake, hat's off to the editor for giving treatment to the closed window -- I wouldn't have thought of that. Who does?
Or they just needed to adjust the lighting in those areas to match. That would have created the difference. I do believe it’s apparent the pixel patterns of the Windows show they have been edited. They are obviously creating a different dispersion.
Funny thing is, this would be tremendously easy to defeat. Why no one takes the time to do it after all that effort is beyond me. I can think of three ways off the top of my head.

Regarding the root of this. The Oval Office pics are easily proven without any need of pixel analysis. Look at the curtain folds of the curtains above the windows behind the President’s desk. Even the creases are the same between Biden and President Trump's pics. Biden is in the same office as President Trump. You don’t have to do anything fancy for that.
