Even if he wanted to, the Chinese wouldn't let him. They've got Biden by the corn pops and they know it. It's either keep the money where it is in hopes of getting some of it someday if they feel like it, or never see a penny. Money's just sitting there, "but you can't have it until you do me some more favors.....then more....and more...".
