There was a time early in the 20th century when blacks committed fewer murders than whites. Then their family structure was broken up with the rise of the welfare state and mandated removal of fathers from the family.

Sorry, I cannot find a link to the story, but the statistics that exist today were not always reflective of the historical rates.

They never committed lower murder rates than whites, however the disparity was far less. Also historically, black committed lower murder rates in the south than they did in the north, but that is breaking down. Mississippi used to have the lowest white murder rate and the lowest black murder rate in the USA at one time. The black rate was still higher.

Perhaps you are correct. I cannot find the article I read. It was at least 5 years ago.
