At a guess (because I don't use it), but isn't "OneDrive" Microsoft's cloud file backup/sharing solution, like DropBox? It might be that you're deleting the files then OneDrive is copying them back over from the internet because it thinks that's what you want it to do.

Try disabling OneDrive and see if that fixes the problem.

No idea, use your antivirus to quarenteen it then put it on a flash drive. get a burner laptop and try to open the config file in notepad. Also copy paste the file names into a translation program

Go to the original file location and see what they are associated with. Then uninstall the program from the settings/control panel
