Fortifying does not equal extra-legislative election law changes, no equal protection, illegal changing of election laws, backdating postal stamps on postal ballots, pristine ballots without folds, people voting in different states, double voting, underaged people voting, dead people casting ballots, deleting ballot images against the law, etc. All has been proven or witnessed in sworn depositions. This is not fortifying the election, it was undermining it.
