What we need is Sheriffs to review the cases of MASSIVE voting fraud and start to deputize masses of people and get the job done that way.
All legal.

Are members of congress also considered "Citizens" if they are serving in government? Why couldn't one member of congress arrest another (or someones laptop loosing family members) if they have proof of felonious behavior?

I like your thinking.
We need out of the box ideas that have a chance of being implemented.
The sergeant-of-arms of the house might get involved during any arrest. Same in The Senate with their Sergeant-of-arms. The 1st thing to do is to convince him of all of the criminality going on there. He in effect is the enforcers in their respective bodies.
Locking up Nancy Pelosi and Chuck Schumer would be a real good start.
I'm positive they broke the U.S. Constitution about 100 times, if not more.
Segeant-of-arms, make sure she has a Mask[ing tape] over her face to keep her from infecting everyone else with COVID-19.
LOL

And does the citizen even need to take custody or can they simply announce it publicly that they are doing so? (Of course one who would do this would likely want to also be a good lawyer)

Which people are you talking about? The politicians up in DC? Yeah go ahead and see if you'll make it past the several thousands of military that haven't figured out they are on the wrong side of the law, the crooked Capitol Police, the Secret Service Agents that are part of the system, and let's not forget our personal friends the corrupt Fucking Bunch of Idiots (F.B.I.). Oh, and don't forget you got a rather large fence with Constantine wire all across the top you'll have to get through as well.

100,000 deputies of a Sheriff is a very good start.
Anyone from the Federal Gov't coming into his County still has to obey the U.S. Constitution, including the 12th Amendment, etc.
If evidence is found to indicate they violated the law, it is the Sheriff, and his deputies duty to enforce the Constitution.

"A hundred thousand white supremacists took arms today to march on the capital guided by a known terrorist when thankfully the National Guard called in air support that succeeded in killing nearly all of them. The rest that managed to escape were then hunted down and eradicated by the National Guard. In other news, we go live to Biden's executive order declaring a state of emergency as more domestic terrorists are expected to rise up in the next few weeks."

Sheriffs Deputies are legal entities.
I'm not saying go into D.C. , but these deputies can enforce laws in their jurisdiction, and arrest those who are deemed to be violating the U.S. Constitution, the most basic and FOUNDATIONAL LAWS of THIS LAND.

No. Arrests are made by cops or sheriffs and deputies. No one goes to trial before judges unless the attorney generals decide to prosecute----charges are dropped, prisoners released from custody.

What if an AG is the one who declares the arrest?

Jurisdiction. State AG can't enforce law on Washington.
