The three most corrupt agencies then were 1) anti-corruption department, 2) human resources equivalent, and 3) military. (1) to prevent getting caught, (2) to expand the corruption to more lucrative areas, and (3) to ensure CCP survival.
If they are following the same model, then unfortunately corruption will be quite prevalent in the higher echelons of military, as seen by Vindman and the like. Those like Flynn are exceptions.
Generals just follow the money, never the Constitution.
