I'm not a lawyer, so I don't know about jurisdictions and all. But according to Wikipedia, US Attorneys are appointed by the President. There are bound to be some Trump appointees, unless, like Clinton, Biden fired all of them already.
Trump came up with schedule F and an EO that threatened SES employees. The great thing about it, is that if Biden rescinded this EO, then he's stuck with the TRUMP SES, but if keeps the EO he can drain the Trump swamp but also risk both terrifying his entire US government base of employees and then also get wrongful termination lawsuits, so many he'd be crippled in office... so he gets to make a terrible choice here
Why can't a president run on terminating EVERYONE in civil government? They'll all be treated equally so there can be no wrongful termination. Just do one agency at a time on a schedule so that that other agencies can pick up the slack while they rehire
