He cannot. He would be charged with felonies because of the nature of many of the pictures. If you go to gnews, pretty sure many of the evil pics are still up. Tawain has laws against the pics being shown as well, but my understanding is they relaxed the laws in regards to the hunter pics because they viewed the biden family as an existential threat against their country.
