Those are utilities. Utilities are defined as necessary and cannot be denied to any resident. That's why you see PUC (Public Utility Commissions) oversight on everything you listed. They're private businesses, but they are FORCED to accept public oversight and governance. Every PUC in the United States bans 'cancelling' utility service (the only reason they can cancel is failure to pay and if you're not in a moratorium). They can't credit check, they can't run your social, none of that.
So if they did 'cancel' utilities, they wouldn't be canceled for long as you'd have a HUGE lawsuit worth a few million dollars. Considering the utility companies are private businesses and they want to make money, they're not going to do that.
