You can find an entrance to the secret tunnels in nearby streets around that address; they are accessed by a surface tunnel with a heavy metal lid; they look like man-sized metal circles covering man-sized holes. Go down till you reach the main tunnel, walk till you find some head-sized "echo tubes" along the sides of the tunnel. Select an unoccupied "echo tube", place your head as near to or inside the opening as you can, and wait for the meeting to start.
