Bit of a deceptive headline. The 8pm deadline is for the voter to turn in their absentee ballot, not for the ballots to be delivered to the counting location. So in theory these could be legal ballots as long as they were received by the clerk by 8pm, the question then is why were they sent to the counting location so late?
