I get what you are saying. The rich elites need to have foot soldiers to protect them from the peasants. These foot soldiers must then be protected from the justice system when they do crime on behalf of their overlords. Since the cop did what his masters requested he is going to be protected completely. They will give him a huge pension and witness relocation if need be.
