The problem is the people who know how the system works, are almost all swamp monsters. So you either have to pick people who have no idea what they are doing and hope they learn fast (and likely while the people under you are actively working against you) or have a lot of swamp monsters working for you. Trump was right the system is rigged and it's obvious fixing it would take a 2nd trump presidency now that he learned how bad it really is.
