I haven't read the article either but my rule of thumb is that the good lawyers keep lawyering. The bad ones quit the profession or struggle through doing shit work.
The corrupt ones decide being a lawyer is too much work and focus their corrupt attention on politics instead.
FIFY: The corrupt ones decide it would be easier to make money as a lawyer if they joined the government and were able to write the laws to give themselves an advantage.
You don't need an article to tell you that people who want to expand the government become professionals at operating the government.
