JOE STOOD up on the Friday after the election, at the Jeep dealer "rally," and said (before Pa. certified), and said confidently, with a cannibal grin, **"And we are going to win Pennsylvania." So that statement in the TIME article is a full-blown lie, obviously, unless they are finessing the point by arguing that Marc Elias only told campaign manager Jen O'Malley Dillon, vs. Norm Eisen didn't directly tell Joe.

I remember hearing that Hillary told Biden not to concede under any circumstances.

He didn't feel the need to campaign because he knew the fix was in. Who knows maybe his dumbass incoherence was his psychopath way of toying with us. Being as shit of a candidate as possible to mock us because he knew he was going to win anyway.

But since he wasn't actually "in on it", he has plausible deniability.
