I don't think that's correct, you are allowed to manufacture your own firearms for personal use (not to sell or otherwise distribute) and I can't think of any federal statute this would violate.

Pen guns are specifically referred to on the gayTF's .gov page as examples of AOWs.

Making one of these without getting the same tax stamp required to buy one is a good way to get your dog killed in a raid.

I didn't say it was expensive, just that if someone was to make their own zip gun without the stamp the feds might kill their dog

I mean, would you put it past them? We've seen them do far worse for way less.
