A town very near to me requires masks to be worn when walking in and walking out. Once inside, bars and restaurants are packed shoulder to shoulder. All pickup orders are done in another doorway. Heck, they even allow "to go" boozy drinks.
This small town is one of a few conservative suburbs of a large liberal city. Doing what they are doing is to quell lawsuits and Karens. It actually feels exciting, kinda like the prohibition days where large rooms were hidden so people can do what people like to do.
