I could see some people buying broken guns and "parts" and etc... to sell them "full price" later to the government, and making a profit, while trying to overwhelm the system and the funds they have for a "buyback" program.
Think of it as short selling guns to crash the buyback economy.
But fully functional guns, to suppress tyranny? People seem to buy those to then throw them in lakes.
