Just going to point out Washington and Oregon are mail-in only states, have been for decades. They are probably the training camps for nationwide fraud.
It's so easy to corrupt the chain of custody and some of these rules to enforce it sound good on paper, but are so easy to cheat even if they are enforced which they aren't.
