The Capitol is a public building, open to all, as our gov website states. It is impossible to be trespassing. If you damage something, different story. Get ready for this guy to own these app companies in data privacy lawsuits galore.

Assuming he can find a court and lawyers to take his case.

Tracking my phone violates my HIPAA rights, as it tells everyone of my current health status.
If i'm in the hospital I'm sick, covered by HIPAA (laws). If I'm NOT in the hospital I'm well. Covered by HIPAA (laws).

And how do you propose to stop them?

Lawsuit against cell phone providers, gov't., etc.
I'm just saying it's a possible violation that could be legally explored.

That depends entirely on a JUST court system. I think it's obvious by now that such a lawsuit would go nowhere.

Yes,
but there are still some judges who are still independent.
This challenge must be presented in their court.
A positive ruling, even though possibly thrown out in higher courts, still gets some traction and validity as to HIPAA protections.
Otherwise, the whole HIPAA system is proven to be illegitimate.
