Can the current vaccine be designed in preparation for another biological disease that is planned for future release? Hypothetically - the current vaccine could be designed to build immunity from an already developed (but not yet released) bio weapon, so those who refused to get the current vaccine get wiped out when the ultimate bio weapon gets unleashed. That would eliminate non-conformist personalities from the general population leaving servitors as the sole survivors.
