I think we are dangerously close, but not quite there yet. Any civil war would lead to an invasion by foreign powers taking advantage of the chaos, which would be very bad if its China or the Cartels for instance. If our back is against the wall then we can take that option but thats not something we should be jumping into without thorough deliberation.
Stuff like burning down merchant ships, tarring tax collectors and dumping tea in harbors? We've been under invasion by foreign powers for decades now, they already pretty much outmatch us domestically.
