It was originally being used to sarcastically refer to black people doing something blatantly suspect or blatantly criminal as merely joggers. For example a horde running through and smashing up as well as looting a store or trespassers or someone violently assaulting someone with a shotgun.
From a pattern of bullshit in the press such as that Trayvon was shot for wearing a hoodie, Taylor was shot while asleep in her bed, Brooks was shot for falling asleep in his car, Ahmoud was simply out jogging, etc. All basically lies.

I don't know of any specific law against it though there is a line between begging and mugging.
