Are they just trying to throw as much out there as possible, because they know that this election was "fortified" by the deep state against Trump? Do they know that if actual data makes it to the courts that this election may still be over turned and is that why they are writing EO's like the world is going to end for them tomorrow?
Nothing else makes any sense. That have all 3 bodies of the gov, why not use proper channels? Is it timing.

They are trying to get as many in before they take Joe out and insert Harris. As unpopular as Joe is, his age and tenure in politics gives the illusion of credibility for his supporters. They absolutely know that Harris is not going to be well received when she becomes President and need the majority of their agenda pushed through before this happens.
It is "best" not to get members on Congress on the record voting for things that are against their constituents' best interests. Biden is doing the Democrats in Congress a favor by bypassing them and shoving this down America's throat by EO.
