It refers to a list of revolutions that have been associated with a color. In each case, governments have been overthrown not by military but by subversion (NGOs, activists, media 'optics', etc.). Some communist regimes have been overthrown by them, but sometimes they have led to communist states.

In other words, if the CIA caused your people to rebel against their government, it's a color revolution!
